The Michigan Energy Innovation Business Council The Michigan Energy Innovation Business Council supports policies that expand access to capital for advanced energy projects. Specifically, Michigan EIBC supports the enactment of HB 5397 of 2014 and other legislation that allows for the utilization of finance mechanisms to provide low-cost capital for advanced energy projects, and further supports the utilization of on-bill finance and repayment mechanisms.
