Welcome to the weekly newsletter of the Michigan Energy Innovation Business Council (Michigan EIBC), the business voice for advanced energy in Michigan. Here’s what’s new this week:
Budget Sagas Continue

The Michigan government is staying open this week even after legislators failed to pass a FY 2026 budget by Tuesday night. Governor Whitmer signed a stopgap measure to keep state government offices running as normal for one week as she and legislative leaders iron out the details of a budget deal reached last week that has not yet been released.
Meanwhile, the federal government has shut down after President Trump and Congress reached an impasse on healthcare subsidies. During the shutdown, the Environment Protection Agency will not issue new grants or permits and will pause regulatory work. However, work on critical minerals and coal issues, fossil fuel projects, and permitting for oil and gas drilling at the Interior Department will continue. Additionally, agencies tasked with enforcing export controls and tariffs will continue to operate.

- Michigan received approval for its plan to allocate $52 million in remaining National Electric Vehicle Infrastructure funds after the federal government unfroze the program. (Detroit News)
- A road-funding proposal in the state legislature could increase EV registration fees by 63%, unless a change to bring EV state taxes on par with gas-power vehicles is passed. (Detroit News)
- Great Lakes Energy is increasing rates for northern Michigan residents to cover cleanup costs from a major ice storm last spring that damaged the power grid. (MLive)

- The Department of Energy plans to cancel $7.56 billion in funding for clean energy, efficiency, grid deployment, and other projects. (Reuters)
- Battery storage is expected to grow significantly with rising energy prices, a new report says. (Utility Dive)
- Michigan EIBC member Highland will be deploying 500 electric school buses for the 2028 Olympic and Paralympic Games in 2028. (Highland)

- The State of Michigan’s Michigan Infrastructure Office Technical Assistance Center has launched a website with information about how tax-exempt entities can take advantage of federal clean energy tax credits using elective pay.
- The Michigan Public Service Commission has created a websitetracking its progress implementing Public Acts 229, 231, 233, 234, and 235, passed on Nov. 8, 2023 and signed by Governor Gretchen Whitmer on Nov. 28.
