Senate Approves Bill Repealing Federal Clean Energy Tax Credits

The U.S. Senate Tuesday approved its version of the tax and spending bill, moving federal clean energy credits closer to elimination. The approved version removed a controversial tax on wind and solar that was added last week. It also allows wind and solar projects that begin construction less than one year after the bill’s enactment to qualify for clean energy tax credits and makes changes to the foreign sourcing provisions. The Senate bill phases out EV, rooftop solar, and home energy efficiency tax incentives at an accelerated rate.
President Trump has set a July 4 deadline for a final bill approved by both chambers of Congress.
Michigan Lawmakers Introduce Microgrids Bill
Michigan Sen. Camilleri along with six co-sponsors introduced a Michigan EIBC-supported bill in the legislature that enables the development of microgrids across the state. Because microgrids can operate independently of the larger grid, they add flexibility, resilience and reliability to our power supply, especially during outages.
SB 477 is a technology-neutral bill that, if passed, would require the Michigan Public Service Commission to create standards and procedures around the establishment and operation of microgrids, prohibit standby rates for microgrids under 10 MW, and allow an entity to own and operate a microgrid without being considered a utility.

- The State of Michigan’s Michigan Infrastructure Office Technical Assistance Center has launched a website with information about how tax-exempt entities can take advantage of federal clean energy tax credits using elective pay.
- The Michigan Public Service Commission has created a website tracking its progress implementing Public Acts 229, 231, 233, 234, and 235, passed on Nov. 8, 2023 and signed by Governor Gretchen Whitmer on Nov. 28.
